William Henry "Billy" Carter, age 69, of Ash, NC passed away on Monday the thirteenth of September 2021 in the Lower Cape Fear Life Care Center.

Billy was born in Columbus County, NC on the sixteenth of March 1952 to the late Robert Eugene and Jimmy Elizabeth Bright Carter. In addition to his parents Billy was preceded in death by a daughter, Rose Michelle Carter and two brothers, Jerry DeLane Carter & James Patrick Carter. He was a US Army veteran and was a retired carpenter.

Surviving are a son, David Carter and wife Chelsea of Ocean Isle Beach; a daughter, Jessica Carter of Ash; three brothers, Robert (Gene) Carter, Jr., and wife Julia of Ash, Timothy Carter and wife Kimberly of Ash, Kelly Carter and wife Teri of Conway, SC; a sister-in-law, Neda Carter of Sunset Beach; grandchildren, Kasey, Layla & Haley Carter and a niece, Kortney Carter.

A Celebration of Life will be conducted at four o'clock in the afternoon on Sunday the twenty sixth of September 2021, on the strand (at the Cross) of Ocean Isle Beach, NC with military honors.
